CPU Cooler: Check out the Coolermaster Hyper 212. It should be a little cheaper, and it's one of the best.

RAM: I'm not sure where you're buying, but if you're in the US, Newegg has CAS Latency 7 G.Skills (those are CL 9) for a buck less. They're faster.

GPU: I prefer ATI, but check out the "Best Graphics Cards for the Money" articles for the best one in that price range.
