I have a Gateway fx laptop thats running hot.
It has duo core t5550 @ 1.83GHz
Nvidia GeForce 8800M GTS graphics card.
The cpu's seem fine 40c
The gpu is anywhere from 55c to 60+. It was even hotter before i installed the Speedfan software. Does it sound to you guys (and Gals) that i need a new graphics card?
On this laptop i can't adjust anything.Fan speeds, Voltages etc.

The 8 series runs pretty warm and that's not a terribly high temperature for a laptop.
Unless it's causing problems in games or the laptop itself is getting uncomfortably hot, you don't have much to worry about.
Just be careful not to block any of the air vents keeping that GPU cool, and use some can air to keep the fan and the vents dust-free.

Is this a new issue or has the notebook run warm since you bought it?

If you decide that you need to get a new GPU for your notebook... it will probably be very difficult to find one. Notebook GPUs are generally not meant to be upgraded and do not come in a standard card-type form. (well, a few manufacturers do this.. but it's hit and miss) You'd probably have to find a replacement made for that model laptop.
