WITH KEYBOARD AND MOUSE INOPERABLE IN WIN XP, HOW DO I DO ANYTHING EXCEPT UNPLUG COMPUTER?

Can't, unless you have remote-access software that starts at boot time.

More important questions

1) Why are the keyboard and mouse not functioning? Were they ever? Are they PS/2 or USB? Do you have spares to test?

2) WHY ARE YOU SHOUTING? Please use mixed case.
