Would a confirmed dying video card pose a threat to the rest of the computer system? Could a bad video card cause damage to other system components like the monitor, speakers, mouse, keyboard, motherboard, thus "tainting" them and making them risky to use on brand new components for a new computer? Thank you.

Unless the capacitors are bad, you shouldn't have to worry about it. Capacitors can explode. Rarely. A dieing power supply might be a danger to the system.
Most capacitors will vent rather than explode today.
