SEARCH HELP FOR read only files and how to change them

my WD hard drive doesn't work and when i plug in says to format disk afterwards when i click format disk it says windows cant format disk why is this happening

Is this an external drive? If so, either the drive has died or the circuitry in the enclosure has failed. Regardless of it being an internal or external drive, you can always try it on another computer.
