Cpu fan starts running as soon as i plug cord into power supply

I have a emachine desk top model w5343 that recently quit , like the power supply went bad. replaced that and no change. I notice when I plug in the power cord the cpu fan comes on immediately, but the computer doesn't start. Pressing the start up button on the front does no good. ck'ed it out and it functions just as it should. I hear the hard drive start but get not moniter and no blue on lite on the front of the machine showing it to be on. I have check'd all the connections to the hd and the mother board . I have remove and reinstalled the memory, removed and reinstalled the cpu. Video is built in. I'm lost now, since the mb is all integrated. I would really appericate anones ideas.

What do you mean the psu gave up the Ghost.
Did it go out with a loud pop noise, a smell of burning, or a white flash !.

It`s not too uncommon when a psu decides as you said give up the Ghost.
Given it is a cheap one, to take some other part of the computer with it like the mother board.
Though it will not be your fault just said maker of the pc.
Fitting a cheap psu, with little or no protection circuits in the PSU.
To save money.

Like ct1615 says, most likely the motherboard.
Emachines have a history of using sub standard cheap parts.
Also a history of using the smallet rated PSU they can, usually even blow the recomended minimum set by CPU manufacturers.
