The cyberpower with the 5770 is going to game around 50% faster than the one with the GTS 250. It also DX11 and the GT250 is only DX10.1.

That's true, but the cyberpower one also uses DDR2. I'd recommend building one yourself. I assume you have a $900 budget. That could get you:

CPU: i5-750 $200
Mobo: Asus P7P55D-E Pro $190
RAM: G.Skill Ripjaws 2x2 GB 1600 mhz CAS Latency 7 $115
HDD: Samsung Spinpoint F3 500 GB $55
Case/PSU: Newegg combo: HAF 922 and OCZ StealthXStream 700W $130 after rebate
Optical: Cheapest SATA DVD burner $21
GPU: HD 5770 $155

Total: $866. About the same price as those builds, but with none of the flaws.

If you're a student (or know one), you can get Windows 7 for $30. If that's not an option:

CPU: Phenom II X4 955 BE
Mobo: Asus M4A79XTD EVO

Usually in a combo for about $250 after rebates.

Makes the total $826, including Windows.
