Windows Update not working, ActiveX not running

When I try to enter "Windows Update" the "normal" window "flashes" for a fraction of a second and then changes to a window that tells me "Install the ActiveX control required to view the website. The website will not display correctly on your computer without this control. To install it Right click the Internet Explorer Information Bar. It is located just below the address bar"
The problem is the Information Bar is not showingt. Can anyone help me?

check to see if this is in the registry if not copy it to notepad save as a .reg file the click on it and run to add it to the registry after days I found this was missing and got it from another computer installed update worked
