A blue screen error shows on my laptop before loading to the windows and it rest

a blue screen error shows on my laptop before loading to the windows and it restarts. when i tried to format the hard drive by booting from the cd drive, it brings the same blue screen error and i tried using the hard drive as an external drive on another system to view the file or format it, after the installing the device driver on the system, it instantly load the operating system on the external drive to the same blue screen error. it seems the error is blocking any means of operating on the hard drive. how can i format the hard drive to install another operating system on it? thanks
