Coolers for a LGA 1155?

Thinking of going for the Hyper Evo 212, very cheap as well as being a excellent cooler. I have a i5 3570k not overclocked but will do in the future so needs that option to. The stock cooler when the CPU is under heavy load is terrible, i was looking at some fanless coolers to, so the list is

Very quiet

Keeps the CPU under 70c under load
Around £50 ($80 USD)
Possible to do overclocking with, up to say 4.5GHZ?

The Noctura comes with 2 fans and 2 heatsinks...the Evo comes with 1 of each. I think the Noctura's fans are bigger, The D-14 runs slower and quieter with 2 fans than the Hyper, and in this test was 6c cooler.

The most I've heard is an 8c degree difference. I haven't overclocked my i5-3750k yet but does anyone know how much more you can oc with trimming 8c?
