Clicking on a links from a variety of download hosts but link is not opening the file, or the file opens and it appears in my downloads list, but it is not there or only a very very small fraction of the file has been received

So what are the most likely reasons for this behaviour to occur?

Timeouts? Browser corruption? Registry corruption? Proxy server limitations? server blocking/firewalling? my ip ports?

please if someone knows why this USUALLY happens please explain, also what can remedy this (other than a complete re-install)

thx
Additional Details
@Kevy Thx for your feedback, Well I tried everything you recommended...
First did a virus scan with AVG which came up with a positive infection (heur virus).. i put this in quarantine

I uninstalled 2nd browser (firefox) tried with IE8 still no joy. Then I tried to re-install IE8 but couldn't?. So I chose the fix option. This then showed my a message to install IE8. so my guess is the "Fix" basically reverted back to IE7, anyways still same problem...
Another thing that may be VERY relevant is that I was constantly receiving warnings about High CPU usage even with very few tab windows open in either browser (virus still active?)

Then overnight this happened. Ive had pc for years and have never had this particular problem occur
I machine preferences is set to never switch off when idle or even go into sleep mode etc...only for monitor to switch off
But machine was completely off when I awoke and blue light blinking? presses my power switch and noticed it did not b

Mouse seemed active but as soon as I tried to do anything I got system errors all referring to one problem

"delayed write failed" in c\windows\sys32\ (cant remember exact sub directory) but in any case I visited microsofts help page
however there is no information on the page as to what could be the probable cause ,if the problem occurs unexpectedly.
I am sure the original issue is connected in some way...so how can I find out which (if any) solution would work based on this series of events?

I do believe you understand this problem ..but could you help my resolve this issue.. without my having to re sort
very reluctantly to re-installing the operating system

* I have ignored the first resolution "changing the disk caching options as i'm sure this setting had always been the same without ever having a problem

* But i have reset my BIOS settings to default

* changed the registry entry in :HKEY_LOCAL_MACHINE\SYSTEM\CurrentContro… Manager\Memory Management changed this setting from 0 to FFF as advised on the ms page

* made sure system cache was not selected for memory usa

please if any other information is required to ask me

"I have ignored the first resolution "changing the disk caching options as i'm sure this setting had always been the same without ever having a problem "

Delayed Write Failed usually means that a disk or other mass storage device has been disconnected without using the Safely Remove Hardware widget. I have only seen it when I have a loose cable, and the disk is being intermittently disconnected. It could also come from a failing drive.

The point of changing disk caching options would be to do all writes immediately and not cached, so if the drive goes off-line nothing is lost. I'd also recommend doing backups immediately, reseating all cables, and possibly running disk diadnostics.

-----------

The blue light blinking and immediate wakeup is Standby mode. Power is reduced, but the system is still actually on. I have not seen problems coming out of standby mode. If the problem is a loose connection / failing drive, it may simply have happened overnight. Simple test - go into and out of standby a dozen times and see what happens.

You've got a mess of other issues that I'm going to pass on. Good luck.

WyomingKnott is a character from a book by Robert Heinlein (a female character). I chose it as a screen name back when I was a lurker here, figured it would hide me pretty well and I liked the pun on it in the book.

With my picture up, it's not a cover anymore.
