Noctua d14 rpm issues

Howcome the noctua d14 cooler only run 900 rpm when I prime95 toture test or render?
Max is 1300 right?
Never crossed 70 degress celcius but still 65 would be better right.

go into your bios, you should be able to adjust the fan RPM in there, that setting should be in with the temps/fan speeds... but it varies from mobo to mobo
