Any recommendations for a fan/heat sink for i5-3570K at 4.6GHz?

Can somebody recommend a fan/heatsink for my cpu to run at 4.6 GHz without going over 70C degrees. It has to be under $100. I think the Enermax ets-t40-ta would be a good bang for buck fan, but are there any other better ones?

I run a Scythe Mugen 2, which I can recommend. Not sure of the availability in the states tho. The Cooler Master Hyper 212 is a favorite because of its very low price, but it might be a little less efficient. The Noctua heatsinks are probably the best that money can buy.
