What is their difference other than nomenclature?

The first kit is rated at PC3-10600, while the second is rated at PC3-10666. Both essentially run at 1333 MHz.

As you see both hae pretty much the same specs.

Its probably similar to 667MHz RAM. Actual throughput is 5333 MB/s, sometimes they would round up to 5400, sometimes they would round down to 5300. But they both ran at the same frequency.

In this case PC3-10666 is showing the exact thoughput (1333*8), and PC3-10600 is just rounded down for some reason.
