How to change default refresh rate in windows

There must be some compatibility issue between my radeon 5850 and Acer H243H monitor. The monitor has a max refresh rate of 60hz and 1920x1080 resolution. Whenever i adjust it 1080, it becomes blurry and unreadable. I have determined that this is because it defaults at 59hz when adjusted to this. When I change it to 60hz it works fine, but when I adjust the resolution in games, I have no way of doing so, thus i hope to be able change the default to 60. Is this possible? Thanks for the help.

Also, is this likely a problem with the monitor drivers? or 5850 drivers?

-----I have already tried unistalling and reinstalling the drivers, CCC, and windows 7, none of which resolved the issue.

Yes, the desktop performance runs fine however when I try to adjust in game graphics, such as in crysis, it adjsuts the way that it did in windows thus forcing the refresh rate to 59hz for the game only, which distorts my picture. Therefore, I hope that I can change the default from 59 to 60hz to avoid this.
