Inconsistent Frame rate in games

What are the reasons for inconsistent frame rate in games, does it is related to problem in PSU or some other reasons are behind this, I Have
Intel Dual Core 2.8 Ghz Processor
Asus P5SD2-VM Mother Board
MSI ATI Radean HD4670 1GB DDR3 Graphic Card
Window XP SP2
2 x DDR2 I GB RAM
120 G.B Hard Disk

If you are comparing frame rates between different games like Crysis, Far Cry 2, Fallout 3, Left 4 Dead... They all use different game engines which stresses the video card differently. Those games are listed in order of increasing performance.

Crysis crams in as much video effects as possible (some people also suggest poor coding). Left 4 Dead is based on the aging engine used by Half Life 2 which has good graphics and did not overly stress the video card back when it was released.

That's why I asked what he meant by inconsistant fps. We just don't have enough info.

In dirt2 framerates goes well for about 70% of time and for 30% framerates goes down to very low at regular intervals. I m also experencing same problem but quite few times compare to aforesaid in Burnout Paradise
