It is trying to load and run that file on boot, whether or not it is valid or still exists in your system. I would check config.msc to see if it is checked on boot, remove that. Then run services.msc, stop and disable service if found. Then search entire registry for the full name of file, delete keys with that name. That should clean it up from trying to load it. Any dependencies of software that may need to run it, is up to your judgement. It does look like a virus plant to me, if you suspect that, run full scans.
