I have put together the newegg AMD Vision SuperCombo (Athlon II X2 245) that I bought and it has been good so far. The only concern other than I can't unlock my 245 is the power supply. Here are the average readings:

CPU core: 1.39V
+3.3V: 3.33V
+12V: 12.80V
+5V standby: 6.83V
VSAT battery: 3.34V

Should I RMA it back because the +12V & +5V Standby seem kinda high to me. Thanks for your help!
 
5 volt standby and 12 volt outputs indicate thay they are out of tolerance. You should verify with a multimeter before changing the PSU. Yellow wires should be 12 volts. Red wires: +5 volts, orange wires: +3.3 volts, blue wire : -12 volts, violet wire: 5 volts always on.
