AMD engine vision control center limiting my processor to 2.9ghz

Does anyone know why amd engine vision cc only shows my cpu at maximum 2.9ghz? The bar will not slide any further and my processor is an athlon ii x3 450 @ 3.2 ghz overclocked to 3.6ghz.

If I click on the cpu power tab under performance heading it reads: CPU processor speeds> 800-2900 mhz. Is this normal or should I be concerned about it? If I run a cpu stress test cpuz will show my proc reaching the 3.6ghz that I have it overclocked to. Also, If I dial back the slider my processor will slow down according to what I set it at in cpu power. Why is it only showing a maximum of 2.9ghz?

vision doesn't see any overclocking done with the FSB, all that power page does is allow you to control CnQ
