Family Ties

I am curious, can anyone explain how family connections work in this
instance?

I have a Sim, Hector, who married Angela Pleasant. Hector has an older
brother, Oscar, who died as a teen. He was resurrected and now attending
Uni. Angela has an adopted little sister, Andrea, also at uni. Oscar and
Andrea have hooked up. First kiss and Whoo-hoo. But shouldn't they be
considered related? They are in-laws.

I have another Sim, Jose Luis. He married Nina Caliente. He has a lifetime
want to have 20 lovers. So of course he tried to score with Dina. But he
was not given the option to do anything but family kiss.

Am I missing something? Am I nuts, or is this really the way the game works?
Does adoption not count as in-laws? Or as long as it is not the bride or
groom, it's ok?

Generally its direct bloody relations that count. Andrea isn't a blood
relation of Angela or Hector so is fine. Nina is a blood relation of
Dina, so that's not consider fine.

I really don't think that in-laws are really considered related anyway.
