PC Fans Won't Shut Off

Have a old Mini ITX EPIA M, with M1 ATX 90 watt fanless power supply, Win XP - home built. Yesterday after I shut down the PC through Windows the CPU and case fans continued to run, the monitor, HD, and CD rom all shut down correctly. Have already unplugged, unpowered everything I could think off, then replugged in PC and the fans come on without touching the power button. Have also reset the BIOS to default. The fans still run continuously. Have not installed anything new and don't know what's happening. Very odd. Can anyone help please?

Perhaps there's an issue with your power supply, that's causing it to send power to your fans at all time?
