DDR PC2-6400 Question

I recently purchased two PNY Optima DDR PC2-6400 1GB sticks.

I currently have two DDR PC2-6400 sticks installed.

With the open two slots, I put the two new sticks in, but nothing happened--nothing would boot.

What could be the issue? Does it matter in what order the sticks are placed?

For reference sake, I have a ASUS P5N SLI motherboard.

Thanks for any help you can provide.
