How to change offline for windows xp

My wifi network works but my desktop with windows xp can't connect to the interenet, I called my ISP and the tech tried to solve the problem but was not successful , He believes it might either be a IE 8 setting issue ( possibly corrupt )or a windows XP setting . Is it possible that an offline setting was triggered accidently on IE 8 or on windows xp?

First question being, do you have a wifi card in your desktop ? If not go get one, then set it up. WIFI network requires a manual setup since security is involved. IE has a choice under the FILE menu to set it to Offline/Online, simple enough. Is your desktop connected by wire ? If so, is your DHCP server setup for wire connections, did you turn on the NIC adapter for wire connection in Network Settings ?
