Well your PSU is a bit of a worry. Never heard of AOpen as a brand. Suggest changing that to something like Gigabyte Superb 460W or Corsair CX400.
About your card 9600GT is certainly a bit more powerful than 4670.
I have never heard of HD4730. When was this released?

Whatever you do change your PSU first. Otherwise i wont even do good with a HD4670 in it as well.

9600 GT is a good and powerful card that performs slightly better then 4670
Toms Hardware recommends both 4670 and 9600 GT.

Well,
PSU is just not good for both these cards,
I am sorry, didn't read it before.
You need atleast 400W PSU to run these cards

But you can still buy 4650 and play all games with maximum settings at 1280x1024
(personally experience)
But I think you should upgrade your PSU to atleast, atleast 400W.

Think twice before buying a new card.
I strongly recommend you to wait a bit, arrange some money, upgrade PSU and Go for 9600 GT or 4670.

Pick any of these.
Some are cheap so take a brief look.

All of these have good reviews and ratings.

I would strongly recommend not to get the Cooler Master Extreme Series of PSU's. They are a load of crap. Other options i cannot comment on.

Better of with Corsair, Antec anytime.

Why not Cooler Master?
I heard they are good
I personally don't have any experience of them

Cooler Master Real Power or Silent Power series are fine. Extreme series is extremely dangerous!
If reviews are anything to go by:

I have now learned to advise people to stay away from that PSU, coz i have replied to more than 100's of thread in my past 5 years of forum life, about people saying they have fried their PC's coz of this PSU. And the number is not a random number. It really is more than 100!
