reformatting a drive under XP?

How would one go about reformatting an XP system to reinstall 98SE? A friend tried, but apparently couldn't just reformat C:/, and I'll be darned if I know what to do.

If you converted the file system to NTFS, you need to use fdisk to remove the NTFS partition and create a new one. DOS cannot see NTFS so you can't do a format from a DOS boot disk until you create a new C: partition. Hope that helps.
