What is the PCI-E 300 watt limit?

I've been reading a lot about the 300 watt limit on PCI-E products and I was curious as to what this whole limit thing was about and what it's meant for?
 
It is not a limit, it is the specifications for PCI-E. To stay complaint with the PCI-E specs, a single card can not exceed 300W. That is why the 5970 is underclocked and under volted, so that it does not exceed 300W. However, ATI gives you all the tools you need to increase the voltage and clock it to the 5870 speed.
