The game i mostly play is GTA 4, it runs fine as long it is sunny weather and noon. But as soon as it starts to rain/fog and to be midnight GTA IV starts lagging like hell. The fps becomes something like 15.

So is this a gpu problem or what ??

And the GPU temps when its lagging? If it's not a heat issue with your videocard, then try low settings across the board. If the lagging stops with all settings to low, then move all settings to medium. If the lagging only occurs with high settings, then your videocard is to weak to handle your game on high settings.

Willing to bet the 250 is struggling a bit. Turn the detail distance down a little - it was either View Distance or Detail Distance that pounds upon the GPU quite hard. I loose about 10-15fps when cranking those specific settings.
