MY computer specs:

Processor: AMD Phenom(tm) II X4 965 Processor (4 CPUs), ~3.8GHz
Memory: G.SKILL ECO Series 4GB (2 x 2GB) 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800) Desktop Memory Model F3-12800CL7D-4GBECO
4096MB RAM
Hard Drive: western digital black caviar 640 GB
Video Card: ATI Radeon HD 5870
Sound: Realtek High Definition Audio
Operating System: Windows 7 Ultimate 64-bit (6.1, Build 7600) (7600.win7_gdr.100618-1621)

My problem is my FPS. There shouldnt be any reason as to why im lagging in any game. but to be more specific, i'm lagging in BC2 full graphix at 1080p. And my friend has a weaker computer but he doesnt lag at all in BC2 and he has the 5870 as well. He also gets a constant 250fps in cod2 maxed settings on dx9, and i get 150fps but its unstable, its not a constant 150. So something is wrong and i've been doing research, which lead me here.

MY TEMPS ARE PERFECT

I've tried these timings: 7 8 7 24, 8 8 8 24 and 9 9 9 24. but its all the same ***, nothing helps my fps issue.

based on the research i've done, either this memory will be good http://www.newegg.ca/Product/Product.aspx?Item=N82E1682...

or this one http://www.newegg.ca/Product/Product.aspx?Item=N82E1682...

Can you guys elaborate on all of this
thanks

What Catalyst are you using? I've seen a few people having issues with the newer Drivers released after the 10.4 Driver.

Well.... it does sound like that memory may be slowing you down, as it's tuned more towards Intel platforms.
I tried to check the ASUS QVL (qualified vendor list) for your MoBo, but I kept getting an error and it would loop bad to the Home Page.

Wish I could be more help....
