at startup a window opens to sart xp home edition and another line the same under it with a 30 second countdown, sometimes I can hit enter and it will continue to boot other times I can hit enter and nothing happens, it continues the countdown and after the 30 seconds the mouse and keyboard work, can anyone tell me why?

Hello and welcome to Tom's Hardware Forums.
When the system finally starts, go from Start to Run and in the Open box, type msconfig then press Enter. Click the BOOT.INI tab and then on the "Check all Boot Paths" button. That should normalise any anomalies in the booting process.
