Why?

Haven't done anything in bios except set memory to xmp profile 1.

My work blocks your image, but I can take a wild guess at what's "wrong". Intel uses something called Speed Step to lower the CPU speed and voltage when the CPU is idle. This is a power saving feature and completely normal. I would apply a load to the CPU with something like Prime95 and it should go to normal speed.

The picture I posted was taken while prime95 was running. 2.1 Ghz.
