Unfortunatelty Norton AntiVirus is nigh on impossible to remove entirely from a system. This is one of the reasons I tend to avoid it like the plague. You can download the Norton Removal Tool from Symantec's website. Google it if you're stuck  

Personally I would backup what I wanted and reinstall the os. If you have not performed a fresh install lately it should show you a large improvement.
