Pentium 3 fan circuit

I have a Pentium 3 system and the processor fan is not operational. It is not the fan as I have no 12 vdc at the connector. I suspect the voltage regulator that provides this 12 vdc. Any documentation or suggestions on a fix for this?

Get an adapter and plug it into a Molex connector.
