Not able to access control panel

Hello
hi all when i open properties of my computer or control panel its shows this operation has been cancelled due to restrictions in effect on this computer but i am the alone user of this system and i cant access my own system? and 1 more problem my system has virus called khatra n ghost and when i open a site of antivirus download it automatically closed what may b the reason please reply me fast this is pissing me off

If this is your computer at home and no one else manages it aside from you, something's corrupted your Windows installation. Install the DVD, and select "repair installation" or whatever's similar.
