Do all HDD coolers suck ? Are there any good ones ?

Obviously, you want your cake and eat it too. I suggest longer cables.

I wouldn't bother with a HDD "cooler". What would be much better is to have proper airflow for your case.

As for reducing the sound - try using rubber grommets. My old case came with rubber grommets that slipped on the screw to hold the HDD in. It reduced noise as well as absorbed vibrations.
