CPU @100% speed all the time

I know how to control the CPU fan through manually because I have Speedfan, but it still gets incredibly annoying in the morning when I turn on the computer for the bootscreen while the fan blows at 100% before I can manually adjust it.
I can control CPU manually, but is there a way for it to be automatic?

I have a Asrock Pro4 Z77 Mobo. Intel i5 3570 with a cooler master evo 212 on it.
 
Solution
There should be some sort of fan speed curve in your BIOS. From there you can adjust the fan rpm based on temperature. This should take effect on startup as it is motherboard controlled and not form a 3rd party program that requires you to have entered the OS.
