POST and BIOS

Hello,
Building a new machine (i7-920, ASUS P6T SE, OCZ3X1600R2LV6GK, Corsair 750HX, Sapphire HD5770 (100283-2L), PS2 keyboard) outside the case.
Not getting POST or BIOS.
Should I not be able to get into BIOS even if POST not performed / failed (pressing <del> at the pwr-on time) ?
