It's possible that this is a power setting, but from your description,
it sounds more like bad lamps or a bad inverter (more likely a bad
inverter). As to power settings, get into the setup part of the BIOS
and see if there is a setting for it.

There is a function key assignment, possibly. Fn-F5 or another key with
the sunburst icon in blue or grey? Somtimes Fn-PageUp/Fn-PageDown.

The procedure for getting into a Laptop bios is brand (and sometimes
model) specific. On thing that you can try is holding down a key on the
keyboard (usually the Escape key) starting before you turn power on, and
not releasing it until you get an error message. Many laptops will
detect this as a broken keyboard and will, as a consequence, dump you
into the setup programs (Toshiba laptops will give an error message with
a function-key option to enter setup). On other laptops, you usually
hit a keyboard key during the early boot process to get into setup.
Common choices are F1, F2, F10, F12, Del and Ins, but there is almost no
limit to how creative laptop makers have been in devising different ways
of doing this.
