Help with cheap build

I'm new here, but have been reading the site for awhile. I'm looking to build a low cost system for a frined of mine and looking for design ideas.
Primary purpose for the machine is websurfing/facebook...etc...won't be gaming. He has a cecently fast connection to internet...(I think his isp rates it 7mbs download). Primarlily...I want webpages to explode in his cheap as possible.
Just building a tower...all other periphreals are already owened. Any advise would be welcomed

I am thinking a duel core with decent speed should accomplish this? Most likely an amd based system for cheapest components?

Look at something with:

Athlon II x2 250
2GB ddr3-1333
785G motherboard supporting ddr3
250GB samsung/western digital/seagate
Any midtower case fitting your budget
400w+ PSU from corsair, antec, seasonic, coolermaster

cheapest dvd burner = 23

cheap is better...and I think that he may be trying to write .....lika as in noob maybe I need a bit more HD....but I thought maybe I would go fairly small, with option of a larger second (storage drive) once I saw how things were working for him.

No prob, at the very least get a athlon dual core, the sempton ubernoobie recommended, while cheaper, will extremely limit performance

I like ur idea basically P1n3apqlExpr3ss and seems it would be fairly other question....I'm pretty sure he has no OS disk so Im wondering if I should goto Win7? (64 bit?) with maybe a bit more ram? I saw win7 cheaper than xp pro that I have built al my stuff with before ( I assume this is supply and demand type of thing).

Yea if you/he has the money go with a 4gb kit for around 100$ and get W7 64
XP pro they dont make discs for anymore, so prices have gone up alot
