Hyper 212+ and 3570k temps

Hi, I am building a new system and Ive got an Intel 3570k paired with the Cooler Master Hyper212+ heatsink/w included fan. Ive got the HSF sitting on Artic Silver paste. The idle temp reported by the UEFI is around 38-39c. Ambient temps around 23c. Is this temp in the normal range??

I know the Hyper212+ isn't exactly top-of-the-line HSF. but is there something I can do to improve the numbers? Im not really impressed with the included fan.. seems cheap and a little noisy.

The double post was unintentional. I don't know how it happened. As you can see they both have the same time stamp.
