i have a toshiba tecra8100 laptop with a dead battery and i can not
get it to operate with the power supply what should i do...i tooked
the battery out and it still didn't work

First look for a reset button - different manufacturers put this in
different places and it is difficult to find, if it exists, on many
recent laptops. Look for a small hole - it might not be labeled - near
the RAM access or elsewhere on the laptop. Check the user manual or
Toshiba support. Use a toothpick or other paperclip to press the button
while on AC power.
You can sometimes reset by holding the power button down for maybe 20-30
seconds while on AC power.
Check the output voltage on the power adapter with a VOM to verify that
it is OK. If that passes, the reset fails or there is no reset, then it
might be that the main fuse has opened. If this is the case, it's a
warranty repair if possible. If the fuse can be identified, it can be
replaced by soldering a small 6-8 amp picofuse across the fuse
terminals.
Lastly, it could be a broken connection at the power jack on the
mainboard. If it can be identified, it can perhaps be soldered.
