I upgraded my router last January. I purchased a DLInk DIR 655 router. There was a significant improvement on overall performance. Since I want to save money. Is it advisable to downgrade my current plan with Cox. I pay $74 a month for internet service alone. I get a speed of 18 mbps on my current plan. Since I have a fast router is it advisable for me to downgrade my plan?

A router can only handle the amount of DSL that comes through the door in the best way it can. It can't increase it and has to be in pretty poor condition to degrade it. $74 sounds quite a lot but to me here in England with an unreliable 2Mb connection, so does 18mbps. :( The choice in the end comes down to whether you consider 18mbps is adequate for what you do online. A gamer may think it's too slow - an average surfer might wish to save some money by accepting less.
