4gb but only 2.9gb available memory?

i have 2 x 2GB ddr3 1600mhz ram but everytime i boot windows, it says Total: 4094, Available: 29xx

is this normal or is there something wrong w/ my ram?

Your Operating System is likely 32-bit, which has a memory limit of 3GB. You'll need to upgrade to a 64-bit version of your OS to utilize the remaining memory.

Go to msconfig>boot>advanced options and make sure "Maximum memory" is unchecked.
