Computer wont power on? Bad CPU

Ok so I have a computer (specs below) that has been running fine 24/7 since 5/08. Now it wont power on. Figured it was a bad PSU, swapped for a new Enermax 400W. The status light would flash quickly, power supply would tick quickly and it wont power on. So I figured bad Mobo, rather than wait for the RMA I picked up a refurb from newegg.
Same thing, old PSU give me nothing and the new one give the ticking sound. I remove the board from the case incase it was a shot, same problem. Removed EVERYTHING except the CPU, I wont get a full boot but i should at least get a power on. Still nothing, just the ticking problem.
Bad CPU? Something else I am overlooking
