Help with Bandwidth Cap

Does anyone know a good way to cap Bandwidth on a business network? Our network is made up of 100 pcs we are looking to set a bandwidth cap for it. I have been just looking on the internet about some cisco routers and 3 rd party software. We do have a Cisco router set up but it is a low key one and does not offer a bandwidth cap. I would like to limit the bandwidth on all users except ones that i choose. Im wanting to do this either MAC address way or a user id. Im looking for suggestions of good software or a Cisco router that could be used for this.

Go ask in the Linux forums. There are some VERY cheap ways to implement a very good Linux packet-shaper
