First time building a computer

Purchased all brand new

AMD X4 620


Biostar A770E3 - mobo

cant find product online, however there is a sticker in it displaying things i have no idea about (can take photo if requested)

visiontek radeon 5850

main problem - no post beeps, nothing appears on monitor (led light shows orange - which means nothing detected?)

so anyways, i hook everything up according to manuals and what not and the system turns on. right when it turns on, the gpu has the loud whine which continues for a while. its basically stuck at this phase, monitor doesnt even load or anything. all that happens is my fan lights turn on, i can hear hd and cd drive running, the video card is whining really loud. and im stuck right here, wondering about the possibilities of DOA items?

another question is, how much do the front panel plugs matter. i have plugged in the power on/off plugs and the audio front panel, but i may have plugged in the audio part a little wrong. so does that have any effect on the way the system boots

there is no onboard video for my mobo and no extra video card so i cant check if the system boots without the 5850, however ive tried booting without the 5850 plugged in, there are still no beeps when i turn it on.

i use a dvi monitor

Have you tried everything in the "Read before posting about boot problems" sticky?

We need to know the entire exact specs. That means we need to know the HDD, CPU and any thing else you've connected.

Have you run MemTest86+? Any other tests? What were the results?

My first guess is that the PSU is the problem. It isn't a quality unit. Other than that reason, there isn't enough info to narrow it down.

Did you plug the PCI-E connectors into the video card.? The loud screeching says that you did'nt.
Did you plug in tha CPU 4 or 8 pin power connector?

well from what i have noticed after the whole day of testing. everything works fine except my gpu, i placed a new gpu in there, radeon 4 series and everything went fine, posted, bios screen all that good jazz.

so therefore its the 5850 (a pretty good guess?)

so all i got is these 3 suggestions

1. doa

2. need better psu

3. there are 2 6pin power supply connectors ON the end of the card. however they only gave me one connector to plug into my psu. photos below
