Normal for CPU and memory LEDs to blink when coming out of sleep mode?

This is the first case I've had that I can see into, so it may have happened with all of my previous computers and I just never noticed. Anyway, when I come out of sleep mode the CPU and memory LEDs blink back and forth for a second before everything starts up. Is this normal, like a mini POST or something?
