I can no longer access my Seagate hard drive

I bought a new hard to replace one that would not load Windows 7 and gave my a bi0hd-8 error. My question is after I got a new hard drive I want to access files from the old one and copy them over. Using a usb adapter to connect my hard drive externally I thought I might see my files but no luck.

Right now they tell me to format and also just show up as a E: and J: drive in my computer but when I click open on either one it tells me "The request could not be performed because of an I/O device error."

I also tried to use chkdsk E: /f/r but that told me that "chkdsk is not available for RAW drives."

Can anyone tell what I can do to recover my files so I can just copy and paste them over to my new working hard drive. Thanks.
