Problems with ATI 4870 when booting bios up in PCI x16 and...

Hello guys! after many failed stupid responses on yahoo answers I'm hoping the tech community here can help me with my problem,

I currently use an

hp m8430f

using a motherboard of
http://h10025.www1.hp.com/ewfrf/wc/document?lc=en&dlc=en&cc=us&docname=c01324212

lately I've called HP and they have been completely useless in helping.
But the main problem is that I've been getting blue screens such as SYSTEM_SERVICE_EXCEPTION/IRQL_NOT_LESS_EQUAL
and POINTER_REFERENCE something.
the computer also has had problems booting up after leaving it off 5+ hours cold boots
however when I go to the bios and change the video card to boot off of PCI x 1 or PCI it boots fine, but when i boot from PCI x16 it begins to crash. This is a pain because when I play on Modern warfare 2 the graphics are so choppy its unplayable. I only get smooth performance on PCI x16 settings in the BIOS but it keeps crashing. After an hour or so of being on the computer is able to launch on x16 settings which is confusing. :pt1cable:

I know its not a memory problem because i did the swapping method with the memtest program.
It's not a heating problem because GPU-Z says its running at 54 C

Thanks guys I hope you can help me!

I upgraded my PSU to an ANTEC 650 earthwatts
as well as from an NVIDIA 8500 GT to an ATI 4870
