No administrator account on toshiba satellite can\'t change anything

i have no way of changing any settings as the admin account was deleted. how do i reset myself as admin

Hello and welcome to Tom's Hardware Forums.

You haven't deleted the System Adminisrator account because it can't be done. It's still there if you restart the machine into Safe Mode by tapping Function 8 as soon as you power up. Log in to the Administrator account then you need to go into Control Panel>User Accounts and change your own account from Limited to Administrator.
