My monitor displays blank screen and has a box that says Check Signal Cable err

Try cleaning up the VGA port and the plug at the end of the VGA cable. This error means the monitor is not receiving valid inputs from your graphics hardware. If nothing else works, you might need a new VGA cable.

You might need to perform a factory reset on the monitor. Instructions should be in the manual. If you don't have the manual then check the manufacturer's website.
